私たちは京都大学吉田寮に暮らす寮生です。2025年8月25日、吉田寮生と京都大学との6年半に及ぶ裁判が、和解によって終わりました。 

We are residents of Kyoto University's Yoshida Dormitory (Yoshida-ryo). On August 25, 2025, the six-and-a-half-year court case between Yoshida-ryo residents and Kyoto University concluded through a settlement.

このたび、裁判の争点となっていた部分に関しては結論に至ったものの、依然として多くの問題が未解決のまま残されており、今後も解決に向けて取り組んでいく必要があります。

While this settlement resolved some specific issues contested in court, many remain unresolved, and we must continue working towards their resolution.

吉田寮は、学生が低廉な家賃で住むことのできる福利厚生施設であり、様々な人が交流できる文化スペースでもあります。そして、その土壌となってきた100年以上の歴史的価値のある吉田寮現棟をこれからの未来へつなげていくために、私たちは京都大学執行部に以下のことを求めます。

Yoshida-ryo is a welfare facility providing students with affordable rent and a cultural space for diverse interactions. The historically valuable Yoshida-ryo Old Building (Gen-tō) has served as the foundation for this community for over 100 years. To ensure it is properly passed on to future generations, we demand that the Kyoto University administration:

吉田寮は1913年から続く、現存する日本最古の学生自治寮であり、現在では現棟（1913年建造）と新棟（2015年建造）、そして共有スペースとしての食堂（1886年建造、2015年大規模補修完了）におよそ120人の寮生が暮らしています。

Yoshida-ryo, established in 1913, is Japan's oldest existing student self-governing dormitory. Currently, about 120 students live in the Old (built 1913) and New Buildings (built 2015), with a communal life centred around the Dining Hall (Shokudo, built 1886, major repairs completed 2015).


安価な家賃で住むことができ、人と人とのつながりを創発する吉田寮は、112年の歴史を経た現在、年齢、ジェンダーなど性のあり方、国籍も様々な人びとが共に暮らしており、京都大学全体の福利厚生の場として機能しています。

Yoshida-ryo not only offers affordable rent, but also fosters human connections. Now, 112 years since its founding, it is home to a diverse community of people of various ages, genders, and nationalities, and acts as a welfare facility for all of Kyoto University.

また、「開かれた場」として、寮内や大学といった垣根を越えた交流があり、特に吉田寮食堂は、日常の歓談から芸術表現や学生・市民の学びまで、寮内外の人びとが多様な活動を行うユニークなコミュニティスペースとして活用されてきました。

Furthermore, as a space open to the outside, it facilitates interactions beyond the boundaries of the dormitory and university. The Yoshida-ryo Dining Hall serves as a unique community space used for diverse activities by dorm residents and non-residents alike, ranging from daily conversations to artistic expression and learning opportunities for students and citizens.

こうした吉田寮の重要な意義は、「自治」によって成り立っています。

This significant aspect of Yoshida-ryo is sustained through its "self-governance" (Jichi).

吉田寮は自治寮であり、寮生を中心とした寮に関わる人びとが、自主管理・運営を行ってきました。それゆえに、場にかかわる人びとのニーズやアイディアが反映された自由で柔軟な運営が可能となってきたのです。

As a self-governing dormitory, Yoshida-ryo has been managed and operated autonomously by the dorm community, and especially by the residents. This has enabled free and flexible management that reflects the needs and ideas of the people engaged in the community.


そして吉田寮のあり方について京大執行部と寮自治会とで意見が異なる場合も、そのつど公開の場での話し合い（団体交渉）を行い約束（確約）を交わすことで、合意形成を図ってきました。例えば、2015年には食堂で活動する様々な人びとに開かれたかたちで行われた団体交渉によって確約が結ばれ、食堂の大規模補修と新棟の建設が実現されました。

Even when opinions differed between the Kyoto University administration and the Dormitory Self-Government Association regarding Yoshida-ryo's management, agreement was sought each time through dialogue in open forums (collective negotiations) resulting in written agreements (Kakuyaku). For example, collective negotiation in 2015, conducted openly with various people whose lives involve the Dining Hall,, led to a Kakuyaku that realized the Dining Hall's major repairs and the construction of the New Building.


築100年を越える現棟の老朽化についても、寮自治会から改修案を出し、解決に向けた話し合いを重ねてきました。

The Dormitory Self-Government Association has repeatedly proposed renovation plans and engaged in dialogue to find solutions to the issue of the Old Building’s age.


こうした歩みの中で築かれてきた「自治」は、大学との確約に基づいて成り立ってきたものであり、吉田寮が本来の姿として担ってきた正当な権利であり責務にほかなりません。

The "self-governance" built through this history, based on agreements with the university, is nothing less than Yoshida-ryo's legitimate right and responsibility, inherent to its fundamental nature.


しかし京大執行部は2015年10月以降、寮自治会との話し合いを拒み、2017年12月には突如、新入寮生の募集停止と既寮生の全員退去を一方的に通告しました。これらは、それまで吉田寮と大学とが結んできた数多くの合意を全く無視したものでした。また、通告の理由は現棟の老朽化であったにもかかわらず、新棟や耐震補修を終えた食堂からの立ち退きも迫るなど、矛盾に溢れていました。

Despite this, since October 2015, the Kyoto University administration has refused dialogue with the Dormitory Self-Government Association. Furthermore, without warning, in December 2017, it unilaterally demanded the cessation of new resident admissions and the eviction of all current residents. These actions completely ignore the numerous past agreements between Yoshida-ryo and the university. Furthermore, although the reason given for these demands was the Old Building's age, the demand to vacate also included the New Building and the seismically reinforced Dining Hall, revealing clear contradictions.


さらに京大執行部は、現棟と食堂の明け渡しを求めて吉田寮生を提訴するという強硬手段を取ります。2019年2月に幕を開けたこの裁判は6年半にもわたり、2025年8月に大阪高等裁判所における和解に双方が合意することをもって終結しました。

Moreover, the university administration took the drastic measure of suing the Yoshida-ryo residents to demand that they vacate the Old Building and Dining Hall. This lawsuit, which began in February 2019, lasted six and a half years, concluding in August 2025 when both parties agreed to a settlement at the Osaka High Court.

一方、現棟の耐震工事の内容や、耐震工事後の現棟を含む吉田寮の今後のあり方などについては、裁判所で取り決められる性質のものではなく、今後の大きな課題です。

However, the details of the "construction work", along with the future of self-government (especially in the 'new' Old Building), were judged to be outside the court's remit. Thus, many challenges remain for Yoshida-ryo's community.

寮自治会は一貫して、裁判を取り下げ当事者との話し合いを再開することを、京大執行部に求めてきました。執行部は「寮生との対話は建設的でない」と言って強引に法的措置を進めてきましたが、実際にはこの6年半は、ただ不毛な裁判に時間やお金や労力が費やされ、肝心の、現棟の老朽化対策をはじめとする具体的な課題は放置され続けました。

この6年半という歳月は「当事者を無視した強硬措置は、何ら問題解決に繋がらない」ことを如実に物語っています。

裁判は和解という形で終結しましたが、吉田寮の今後をどうするかは、これから決めていかなくてはなりません。

今こそ京都大学執行部は、話し合いを通じた問題解決という、寮生たちや歴代の執行部が丁寧に積み重ねてきたあり方に立ち返り、吉田寮自治会との話し合いを再開すべきです。

The Dormitory Self-Government Association has repeatedly asked for the university administration to drop the lawsuit and resume dialogue with the concerned parties. Nonetheless, the administration pushed forward with legal measures, claiming "dialogue with residents is unconstructive." However, this stance ensured that these six and a half years were ultimately spent on a futile lawsuit, wasting time, money, and effort, while crucial practical issues, starting with measures for the Old Building's aging, were continually neglected.

This six-and-a-half-year period starkly demonstrates that these drastic measures ignoring the concerned parties lead to no resolution whatsoever.

Although the court case has ended in a settlement, we now need to figure out what Yoshida-ryo’s future will actually entail.

The Kyoto University administration must return to the approach of problem-solving through dialogue, carefully built by residents and past administrations, and resume negotiations with the Yoshida-ryo Self-Government Association.

和解においては吉田寮現棟の耐震工事の具体的な内容が定められていません。

1913年建造の吉田寮現棟は建築的にも非常に貴重な歴史的建造物であり、日本建築学会近畿支部や建築史学会から保全活用を求める要望書が京都大学に提出されています。

これまでの確約においても、建築的意義を尊重した補修に向けて話し合いを続けることが約束されており、2019年に京都大学が発出した文章でも「現棟の建築物としての歴史的経緯に配慮する」と明記されています。

しかし和解で約束された「耐震工事」には、補修だけでなく建て替え工事の可能性も含まれています。私たちが強く要求しなければ歴史的経緯や空間的・構造的な特長が無視され、現状とは大きく異なる構造の建物になってしまいかねません。

耐震工事にともなう福利厚生の縮小を最小限にとどめるためにも、建て替え工事ではなく、工事期間が短期間で済む補修こそが最適な解決策です。

工事後の現棟を福利厚生、建築・歴史的価値、様々な側面からより望ましいものにするために、耐震工事のプロセスを京大執行部の一存ではなく、きちんと私たちと話し合って合意の上で決めることを求めます。

The settlement did not specify the concrete details of the "seismic reinforcement work" for the Yoshida-ryo Old Building.

The Yoshida-ryo Old Building, built in 1913, is a historically and architecturally significant structure. The Kinki Chapter of the Architectural Institute of Japan and the Architectural Historians Society of Japan have submitted requests to Kyoto University urging its preservation and utilization.

Past written agreements also promise continued dialogue towards repairs respecting its architectural significance, and a document issued by Kyoto University in 2019 explicitly states the necessity of "consideration for the historical circumstances of the Old Building as a structure."

However, the "seismic work" promised in the settlement could include not only repairs but also rebuilding. Unless we strongly demand otherwise, the historical context and spatial/structural characteristics risk being ignored, potentially resulting in a building vastly different from the current one.

To minimize the impact on the lives of students and the wider community, repairs—which take much less time to complete than rebuilding—are the optimal solution.

To make the post-renovation Old Building more valuable, both for people who live in and relate to the dorm and in a historical or architectural sense, we demand that the seismic work process be decided through dialogue and agreement with us, not solely at the discretion of the Kyoto University administration.

「安心して学問に励む」「多様なバックグラウンドをもつ人びとが交流する」、こうした吉田寮の重要な意義と性質は、話し合いを根幹とする自治によって培われてきたものです。

競争が激化し、社会の各所で管理強化が進む一方、システムの綻びに起因する問題が様々な次元で噴出する現代において、対話と自治の可能性に注目が集まっています。

吉田寮の意義は、単に歴史的な建築物があることや長く続いてきたことには決して留まりません。対話により多様な意見、アイディアが日々生まれ交わされる自治寮である吉田寮は、これからの世界を構想する一つの実験の場でもあるのです。

私たちはこの吉田寮の可能性を未来につなげるために、和解成立を好機として、京都大学執行部が速やかに話し合いを再開することを求めます。

The significant meaning and nature of Yoshida-ryo—engaging in studies with peace of mind, and "interacting with people with diverse backgrounds—have been nurtured through self-governance rooted in dialogue.

In today's world, where competition in all aspects of life is intensifying and society is becoming ever more harshly managed, while problems stemming from systemic failures erupt on various fronts, the potential of dialogue and self-governance is drawing ever more attention.

Yoshida-ryo is not just about having a historical building or a long history. As a self-governing dormitory where diverse opinions and ideas are born and exchanged daily through dialogue, Yoshida-ryo is an experimental ground for envisioning the world of tomorrow.

To realise this potential of Yoshida-ryo for future society, we demand that the Kyoto University administration seize the opportunity presented by the settlement and promptly resume discussions.
